Refreshed green spaces in Kingsville

In early 2025, we asked for your ideas to make Beevers and Bell reserves even better and in late 2025 we shared the draft concept designs for community feedback.

Your feedback has helped inform the Beevers and Bell Reserve concept designs which were endorsed by Council at the April 2026 meeting. You can view the live stream of the meeting here.

Both projects have received funding as part of the Victorian Government's Pick My Park program.

Following community engagement, the below amendments to the concept designs were made.

Beevers Reserve:

  • Retain the public toilet on the Concept Design, add additional landscaping and change the orientation of the entrance.
  • Additional bike racks and interpretive signage.

Please note, the provision of a public toilet at Beevers Reserve is subject to further assessment and prioritisation in accordance with Council’s Public Toilet Plan 2019-2029 and will be delivered in line with the broader municipal public toilet delivery program.

Bell Reserve:

  • Retain road closure on the Concept Plan.
  • Relocate Water Sensitive Urban Design (WSUD) garden beds to the southern boundary of the site to provide more open lawn space for kickabout and passive use.
  • Remove the garden bed from the centre of the site to better connect east and west.

Please note, the road closure process is undertaken under the Local Government Act 1989 and involves several key steps inclusive of a Section 223 public notice process, allowing community submissions and the opportunity for submitters to be heard. Council will then consider all feedback and make a final decision. This process typically takes between 6–9 months.

Phase 2 Engagement

The draft concept designs were shared with local residents and the broader community from 22 October to 14 December 2025.

Phase 1 Engagement

Engagement was held in March 2025 to understand local needs for both reserves. Insights gathered were used to develop the draft concept designs.
