What’s happening?

    Council created the West Footscray Neighbourhood Plan in 2018 shaped by extensive community and stakeholder consultation.

    It is a long term plan which envisions the area as place where people can gather, socialise, shop, work, live and make use of community and leisure services without having to travel far.

    To help deliver this vision, Council is seeking changes to the Planning Scheme to update land use zoning and introduce built form guidelines. These changes are known as Amendment C162.

    What land is included in the amendment?

    The amendment would apply to land in the West Footscray Neighbourhood Activity Centre (Barkly Village) and land east of the centre connecting to the West Footscray Railway Station.

    It includes the following precincts:

    Precinct 1

    West Footscray Neighbourhood Activity Centre (Barkly Village)

    Precinct 2

    Barkly Street East - northern side 

    (northern side of Barkly Street between Summerhill Road and Gordon Street)

    Precinct 3

    West Footscray Railway Station (4, 6 and 8 Cross Street)

    Precinct 4

    Barkly Street East – southern side

    (southern side of Barkly Street between Barkly Village and Whitten Oval)

    What changes are proposed?

    The proposed planning scheme changes aim to create new economic opportunities and activity in Barkly Village. Built form guidelines will be introduced to direct new housing in key locations, strengthen character, enhance public realm and protect amenity in the different precincts. 

    Key changes proposed to the Planning Scheme:

    • Extend the Commercial 1 Zone to cover majority of Precinct 1 to expand commercial and retail opportunities in Barkly Village.
    • Insert Schedule to the General Residential Zone and apply to Precinct 2 to enable low-rise (4 storey) apartments with front garden character. 
    • Rezone land in Precinct 3 to facilitate apartments with ground floor uses to support local residents and commuters (e.g. café, newsagent, drycleaner). 
    • Introduce new built form controls (Design and Development Overlay) to Precincts 1, 2 and 3 to establish strong character, enhance public realm and protect amenity. 
    • Introduce new local policy, including a framework to guide potential transition of existing car yards and service industries in Precinct 4 to mixed commercial and residential use. 
    • Apply the Environmental Audit Overlay to select sites to ensure land is remediated before residential use occurs.

    How can I make a submission?

    The proposal is on public exhibition from 6 November to 14 December 2020.

    You can make a submission in writing or by using the submission form below. The closing date for submissions is Monday 14 December 2020.

    Your submission is a public document. It will be made available online and to anyone who requests a copy, however your contact details will be removed.

    Once the public consultation (exhibition) period closes, Council will consider all submissions received. Any that cannot be resolved need to be referred to an independent Planning Panel before the proposal can proceed.
